Copilot Chat introduces fair-use limits for users without a Copilot license
Fair-use limits are rolling out for additional Copilot Chat features used without a Microsoft 365 Copilot license in commercial tenants.
Rollout began November 2 for organizations with 2,000 or fewer Microsoft 365 seats and begins November 9 for larger organizations.
Copilot Chat remains included in Microsoft 365 subscriptions. Limits can vary during the day; in-progress responses continue, and users see when a feature becomes available again.
Microsoft manages the limits, does not publish fixed thresholds, and gives administrators no controls to view or adjust them. No admin action is required.
Partners can use ASPX’s Users Experiencing Usage Limits view alongside other customer signals when discussing eligible Copilot upgrades.
Prepare help-desk guidance for feature limit notifications; Microsoft manages variable limits and administrators cannot view or adjust them.
